Italian Professional Skipper Licence: Ufficiale di Navigazione del Diporto di 2ª Classe

Italy’s new professional qualification for Mediterranean skippers: turn your passion for the sea into a career in charter and yacht hire.

What’s Changing in Professional Nautical Licensing

Italy’s system of professional leisure-craft qualifications was updated by Ministerial Decree no. 227 of 13 December 2023 (published in the Gazzetta Ufficiale, Italy’s Official Journal, on 5 February 2024), which introduced the Ufficiale di Navigazione del Diporto di 2ª Classe (Leisure Navigation Officer, 2nd Class).

It is the qualification designed for those who want to work on a regular, formal basis in the charter, yacht hire and professional marine services sector.

💼 Growing sector

Increasing demand for professionally qualified skippers across charter, yacht hire and vessel management.

⚓ Clear pathway

Requirements, exam and training are clearly defined and aligned with the competencies required in safety and navigation.

🚤 Mediterranean

Qualification oriented to operations in the Mediterranean Sea and inland waters, for vessels sailing under the Italian flag.

What Is the Class 2 Officer (Ufficiale di 2ª Classe)?

The Ufficiale di Navigazione del Diporto di 2ª Classe is a professional qualification that allows the holder to serve as master of leisure craft (including those used for hire) and of vessels used for tourist charter, up to 200 GT, navigating in the Mediterranean Sea or inland waters, as set out in D.M. 227/2023 (Ministerial Decree 227/2023).

What You Can Do with This Qualification

  • ✅ Command vessels up to 200 GT used for hire/charter
  • ✅ Operate professionally in the Mediterranean Sea and inland waters
  • ✅ Work with charter companies and yacht management firms
  • ✅ Carry out deliveries and transfers for shipyards and brokers
  • ✅ Offer skippering services to private owners
  • ✅ Support sail and powerboat training aboard leisure vessels

⚠️ Important note: this is a professional qualification, distinct from Italian leisure boating licences (categories A, B, C). Its purpose is to allow holders to work as master on vessels used for hire/charter.

Why This Is Significant

Before this regulatory update, the route into charter work was far from straightforward: leisure licences were for private use only, while professional titles were often disproportionate to the typical needs of yachting. The Class 2 Officer qualification gives a clearer framework.

Exam Structure

The examination for the Ufficiale di Navigazione del Diporto di 2ª Classe is organised by the Capitanerie di Porto (Italian Coast Guard / Port Authorities) through published calls for candidates. It generally includes:

  • Chart work and navigation (coastal/offshore)
  • Technical oral exam (vessel, systems, COLREGs, meteorology, safety, regulations)
  • Practical exam at sea (manoeuvres, emergencies, man overboard, boat handling)

📌 Tip: consult the official notices and calendars published by the Port Authority for venues, dates and required documentation.

Professional Opportunities

With the Ufficiale di Navigazione del Diporto di 2ª Classe qualification you can apply for professional roles across several areas of Mediterranean yachting.

The Class 2 Officer qualification represents a genuine turning point for the Italian nautical sector, finally regulating the professional skipper role in a more straightforward way than full international STCW titles. With a growing charter sector, this is a concrete opportunity for anyone who wants to turn their passion for the sea into a profession.

FAQ – Frequently Asked Questions

How long does it take to obtain the qualification?

It depends mainly on three things: whether you already hold STCW, how much documented experience you have, and when the Capitaneria (Port Authority) in your area schedules the exam.

In practice, these are the most realistic timeframes:

  • “Fast-track” route (if you already hold STCW + solid experience): 4–8 weeks
(targeted preparation + intensive practice + waiting for an exam window)
  • “Standard” route (you have a licence/experience but need to consolidate theory or practice): 2–4 months
(chart work/oral exam study + practical sessions + exam session)
  • “Full” route (starting almost from scratch or without STCW): 3–6 months
    (STCW + theory + practice + exam)

A practical note: even if you are ready straight away, the factor that most affects timing is often the next available exam date at the Capitaneria.

Can I work abroad with this qualification?

Yes, but it is not “automatic”: it depends mainly on the vessel’s flag and the country you work in.

What is certain

  • The Ufficiale di Navigazione del Diporto di 2ª Classe qualification is designed for serving as master on Italian-flagged vessels (within the permitted area: Mediterranean Sea / inland waters) up to 200 GT.

Working “abroad”: the three real scenarios

Working for foreign companies / “international” markets (especially commercial yachting)
Many operators require flag-state certification and industry standards (e.g. endorsements and the routes required by the flag state). STCW is often necessary, but it does not replace the qualification required to command under that flag.

Italian-flagged vessel operating abroad (e.g. cruising/charter outside Italy)
The qualification generally remains valid, because the main rule is the flag (not the port). However, there may be local requirements (permits, notifications, commercial requirements).

Foreign-flagged vessel (even when sailing in the Mediterranean)
Here the flag state is what counts: you often need a certificate/endorsement recognised by that country (or an equivalent licence). Your Italian qualification can help, but it is usually not enough on its own.

Is the practical exam difficult?

In short: it is not “easy”, but it is achievable with the right preparation. It is not an exam for beginners, but nor is it an insurmountable barrier for those who train methodically.

Here is what makes it demanding (and what makes the difference):

Why it can seem difficult

  • It is highly practical: examiners do not assess theory, but how you actually perform on board.
  • It takes place at sea, with real wind, traffic and harbour spaces (not in a classroom).
  • You must show confident decision-making: knowing what to do, not just “how to do it”.
  • The examiner observes procedure, communication and crew management, not just manoeuvres.

What you are typically asked to do

Without going into unnecessary technical detail, you will be assessed on things such as:

  • Mooring and unmooring manoeuvres in confined spaces
  • Boat handling in less than ideal weather
  • Man overboard and emergency management
  • Correct use of instruments and safety procedures
  • Clear communication on board

When it becomes manageable

The exam becomes manageable if you:

  • do targeted practice on the exam manoeuvres, not just general sailing;
  • train to a format similar to the Capitaneria’s;
  • get used to making decisions under pressure in an orderly way.
Are there exemptions from the theory exam?

Yes — exemptions from the theory exam exist, but they are not automatic: you must meet specific, documented requirements, and the practical exam at sea always remains compulsory.

When you may be exempted (general guidance)

You can apply for full or partial exemption from the theory exam (chart work + technical oral) if you can typically demonstrate both of the following:

  1. An unlimited Category A Italian leisure licence (patente nautica) held for at least 10 years
  2. Documented professional experience as master (usually at least 36 months of actual service)

In practice you will be asked to provide:

  • a copy of your leisure licence (patente nautica),
  • documents proving your professional activity (contracts, sea service records, letters of engagement, etc.),
  • a reference letter from your employer or the vessel owner.

What is NEVER exempted

👉 The practical exam at sea: everyone takes it, even highly experienced masters.

Why exemption is not “guaranteed”

The Capitaneria assesses each case individually:

  • the quality and continuity of your experience,
  • the type of vessels you have commanded,
  • consistency with the operating limits of the Class 2 Officer qualification (200 GT, Mediterranean, etc.).

Rule of thumb (to see quickly whether you have a good chance)

You have a good chance of exemption if you can answer “yes” to all of these:

I can provide contracts/sea service records + a reference letter

I have held an unlimited Category A licence for 10+ years

I have worked formally as master (not just “for friends”)
